The group of people who worked on Blueprint 2000 came to be called the "Economic and Environmental Consensus Committee"

EECC members were: Kathy Archibald, Joe Kelley, Henree Martin, Kevin McGorty, Nancy Miller, Karen Moore, Mark Mustian, Tom O'Steen, Rob Palmer, Curtis Richardson, Jesse Van Dyke, Frank Williams and the late Martha Wellman.

In November of 2000, Blueprint 2000 was born. Leon County voters approved a local one cent sales tax to fund stormwater and flood control projects, greenspace acquisition and parks/recreation improvements. The projects were proposed by a working group of local leaders, which came to be called the Economic & Environmental Consensus Committee, who began meeting after public efforts to resolve differences between business and environmental leaders became contentious.

EECC advanced holistic model for city planning

The EECC report states:

A key to solving our local challenges is first to view economic, environmental, and social values as complementary and interdependent. Then we can begin to design long-range solutions that have "synergy" – multiple benefits to our community that become greater than their sum. Each public or private project can have synergy, if "green" infrastructure projects are integrated with the "gray" in funding and design, and if the preservation of natural resources is carefully tied to appropriate transportation and land use planning.

Interesting Blueprint 2000 facts:

Projects are divided into "gray projects" which are considered transportation corridor improvement and environmentally-oriented "green projects." The project currently breaks down at 54% gray and 43% green (3% other).
